2013 Texas Legislative Session

The Texas Legislature adjourned sine die on May 30. However, legislators were called back for a Special Session the following day. Of particular importance to TCAIS members is that legislators are considering needed changes to how the Texas Windstorm Insurance Association (TWIA) is funded and pays claims. Learn more.

The Legislature will reconvene in January 2013. Stay tuned for updates.

Thanks to the Legislature’s past efforts to establish insurance competition in Texas, our state is on the threshold of a truly healthy market for the first time in decades. Such a market will serve the interests of insurance consumers, companies, and the broader Texas economy that relies on available, affordable insurance. However, the health of our market is by no means assured. Sound policy decisions during the Session – particularly in the Sunset process – will advance the transition to competition in the Texas insurance market to the benefit of Texas consumers and insurers.

Key committees of insurance jurisdiction include:

House Insurance

Senate Business & Commerce

Senate Government Organization

TDI Sunset: The Texas Department of insurance was under Sunset review. TCAIS members advocated that any recommendations for changes at TDI focus on improvements that ensure continued market development that benefits consumers, insurers and the broader Texas economy. Stay tuned for updates on the Sunset legislation.

Passed Legislation: HB 1951 by Representative Larry Taylor
