Director Beaman
Floyd comes to the Texas Coalition for Affordable Insurance Solutions
(TCAIS) with 20 years of legislative experience. His broad experience in
Texas governmental affairs includes work on such issues as insurance
reform, workers' compensation, health care benefits, public education
reform, higher education, local government issues, retirement
issues, church/state issues, and other public policy matters.
Mr. Floyd's
extensive knowledge base ranges from issues facing Texas' personal
lines
insurers to state tax
policy. He provides TCAIS with valuable insight into the policy-making
process, its rules and procedures, and help shape the organization’s
legislative strategy. For TCAIS, Floyd successfully builds
coalitions of interested parties to pursue legislative and regulatory
change.
Mr. Floyd
has extensive experience wth state and national media. His expertise
and opinions are often sought by newspaper, television and radio
reporters. He has made presentations to newspaper editorial boards
across the state of Texas.
As a proud
member of the Texas lobbying community, Mr. Floyd works to improve
both the practices and understanding of his profession. He is
a charter member of the Public Advoacy Association of Texas and
assists PAAT in the development of programs to enhance the professionalism
of lobbying.
Mr. Floyd
has received a bachelor of arts in history and Russian studies
at
Louisiana
State University, and a master's degree in theological studies
with an emphasis in theology in church history at Austin Prebyterian
Theological Seminary.
Mr. Floyd is
an Austin native and a sixth-generation Texan. He is a veteran
of the United States Army. He lives in Austin with his wife Carlen,
a high school government teacher, and his two daughters, Katie and
Anna.
